ST_IsPolygonCW¶

Introduction: Returns true if all polygonal components in the input geometry have their exterior rings oriented clockwise and interior rings oriented counter-clockwise.

POLYGON EMPTY and MULTIPOLYGON EMPTY return true because they contain no rings with the opposite orientation.
